NK would never EVER strike the US mainland, or literally anyone that isn't SK at all. If Kim stopped being fucking insane for a few years, he MIGHT get enough goodwill going with China for them to back him on an effort to reopen the Korean war, since China wants to claim more dominance over the naval areas there and SK is a major US military asset in the area. As long as nobody else went nuclear, the US wouldn't go nuclear over the peninsula, and if SK goes nuclear first, it'll kill global goodwill over them and force the US to act. Kim would just need to hold his load. Nukes are a tableflip, not a game opener.
