I just did this a programming project to see if I still remembered how to program, I'm pretty pleased with the results. For those of you thinking about learning how to program, definitely go for it. For a beginner, I'd recommend either Python or Java. This bot was written mostly in Java, as too was the 4chan comment scraper I used to teach it to speak.

Shit like "repeat" is easy, just replace the @tay with the sender, unless it goes past the 144 limit.
it may be easier to use certain words as breakers to determine what you want the bot to do.
example: @tay what do you think about trump
"what do you think about ___", "thoughts on ____" would be qualifiers for a questions.
so questions get answers from the database, you can query by topic and get a list of top responses, or give a random response based on the topic, also make sure you are checking for said response before committing, it will keep the database small as fuck with tons of responses.
