I think it's just an algorithm that takes input (messages to it) and returns output (responses to messages) based on connections it forms between inputs.
It is a conversation AI, not an actual AI.
They would never give it access to other areas of the computer because is no reason to.
I think it is literally doing an API call to their server when someone sends a message to this algorithm which returns a message and posts it to twitter. All in all, if you're borderline-autistic and a massive IT nerd, it may be a good mental workout, but otherwise honestly, that capacity may be better used elsewhere.
