Don't you think Twitter's a pretty shitty place to seek influence in, though? Most of the people who will see your "propaganda" can't even vote.
Real "propaganda" would be accessing the user data of FB, Twitter, Instagram, et al via the APIs (capitalizing on data they give out for free) to deliver targeted content to everyone in the state who has a digital presence of any sort, particularly heavily contested districts.
