Most people don't remember this, but there was a period in 2008 where McCain had already won the GOP nom, but Dems were fighting it out between Hillary and Barack, and McCain was ahead in all the national polls then, despite there still being an overall expectation of Dem victory.

That means that those militaries can't then stop US action. Imagine if instead of just protesting against the build up to the Iraq War, the US Navy found itself shadowed and blockaded by an equivalent German fleet?
