I think we're on par with most of europe. We have free assembly but they're legislating it away as quickly as possible. You have to file forms and get an okay, otherwise your protest will be considered illegal.
There are good, logical reasons for this such as making sure there are enough police, someone is responsible for the clean up, etc. but the system is still very open to abuse. Say local government doesn't like your group so they come up with reasons to not approve your request, I don't know of any examples of that happening but it's well within the realm of possibility.
