I get that a lot of people drive dangerously and that's mostly going too quickly in the wrong places and conditions. Too quickly in many cases can be below the posted speed limits. A lot of speed limits are needlessly restrictive though and most shouldn't be enforced at certain times. If you're shooting your gun, it's to kill. If you shoot once, you can miss. If the guy is obviously already dead and has been sitting there motionless for a reasonable amount of time, then you stop shooting. It's the same concept as MMA, you keep punching and striking and keep the offense up until the ref breaks you up and the fight is confirmed over.

something like this happened a few years ago in the Leigh Valley. Cops where trying to apprehend a known drug dealer as he barricaded himself inside his moms house armed with a shotgun or something. The cops went in and sprayed the place up and killed the perp. Later, the mom sued the city and won something like 25 million dollars. After that, the cops dialed it way back and all but stopped policing the bad neighborhoods and stopped raiding crack-houses. There used to be an old black woman who ran a trap house, she would sit on her stoop all day long, for years with her army of thugs slinging heroin and crack directly across from the police substation

Looking at it from the view of the law being a sword not a scalpel, any law you passed gets enforced by guns. Theft even of a pack of cigarettes will get the same reaction as taking money from a register. It sucks that it happens and that some police overreact and panic. They are human, and they see people usually at their worst.

Here its based upon regions, but the law is different for Scotland and Northern Ireland. England and Wales are the same. I think the City of London has different laws - not London in general, just the square mile in the centre.
