Arguments are almost ALWAYS (fucking A L W A Y S) only tangentially related to the subject--which, in this case, is about renewable energy--and usually veer off in bizarre philosophical directions in order to make pedantic little points effectively. I saw similar stuff run back when I debated, and I did it, too. It's just about effectively refuting points based on the philosophical framework of the debate (which you, yourself, can establish if you're smart).
Did you notice how the white kids don't react in complete confusion? Did you notice how they react with specific questions designed to probe their statements?
And, most importantly, did you notice that weird, gasping fast talking around :40 seconds? It's called spreading, and he's literally reading sources aloud, verbatim.

Practically no one believes what they say in policy debate. The point is to be a successful pedant. My frequent partner was an Indian kid who had tannish skin, and he claimed to be every Asian minority he could get away with in order to make arguments that poked through the philosophical cracks in opponents' points in order to reduce their credibility. And then we'd usually laugh about it after.
I'm not saying policy debate isn't autistic, because it is. It's hardly worth shitting yourself over, though.
Besides, take it from me: it's more fun to argue ridiculous points when you have the same topic for an entire fucking year.
