Yellow cake is just a term that is more often used to describe enriched nuclear material.
To create a nuclear bomb you must enrich it to 90% of its capacity to turn it into 'yellow cake' which is the thing that can go boom.
You use it at 15% in the reactors to create nuclear energy for example.
Everyone has plutonium. Everyone has uranium. Everyone has the technology to create nukes.
They simply are not allowed to use their nuclear power plants on any capacity over 30% enrichment.

Yellowcake is purified uranium ore in the form of 60-80% uranium oxide.
Plutonium is a whole different element. It comes as a mixture of isotopes, where the most boom-worthy is the Pu 239. Plutonium also contains Pu 240 isotope which is kinda bad since it is more unstable, therefore quite radioactive and even likely to cause predetonation. So, depending on how little Pu 240 there is in the mix, we have weapons grade Pu (<7%), fuel grade (<19%), and power grade.
Weapons grade plutonium is the bomb. And Swiss had this one.
