Can't speak for sand people, but here it's not "forbidden", just looked down upon as not clean. You are supposed to wash it with water and soap. You can use your hands or sponge or some shit, I find that hands are perfectly fine. You wash them after, naturally.

It IS menitoned in Qadaa al-Haajah.
Toilet paper is allowed (tissues, cloth, dust or stones are allowed. Only thing not allowed is to use the bones of animals), but you have to use at least 3 wipes or more and ideally use water as well.
So if he critizised muslims for that he would just be seen as ignorant. Also by the way, toilet paper do not protect you against any bacteria. There is no measureable difference if you touch something with toilet paper or if you touch something with your naked hand. It is scientifically insignificant difference in the amount of bacteria on your hands so you should still wash your hands you disgusting kaffir, even though you rarely wash your hands because "you use paper".
