Italy's military was frighteningly unprepared for a war. Mussolini didn't want to start any war at least before 1943, but when they saw Germany kicking ass in France he rapidly joined them.
Seeing Germany's military momentum he (and Hitler too) thought that the war would have ended quickly. A long war would have been impossible to win for both the main Axis powers after all.
