The Russian plane appears to fly over a tiny sliver of Turkey. However the map is misleading, as Turkey unilaterally extended its border 5 miles into Syria for a "security buffer", which this map shows as the border. They were warned at 10k. Fighters were scrambled at 5k. The distance between the 5 k and Syria on the other side is 8k max. This gives the Turks 45 seconds to scramble, lock and fire if they wanted to get it in their airspace, assuming the F-16 were sitting hot on the runway. Turkey expanded its borders unofficially and their new borders aren't officially recognized by anyone else but Turkey and maybe a handful of others.

According to Russian maps given to the pilots, viewed by their HQ and probably generally in Syria itself, they're still seeing the actual international border which is still farther to the north.

Russia is in the right here. Even if NATO does somehow sanction the new unofficial borders after the fact, there's still the issue that Turkish jets crossed over said border into Syria to shoot them down, violating their own rules of defense.
