The point is to expand the borders, and that's a different dynamic. You end up with a common tax base, remittances stay domestic, labor laws and standards becomes common, and people have more incentive to stay where they are. The problems of an open border are replaced with the problems of growth.
Also, the southern mexican border is a lot more easily defensible than our current southern border.
