While the west had a general technological advantage in the intelligence game, the KGB was much more inventive and competent in personal/social manipulation. They managed to recruit many more agents, had more effective ways of manipulating targets, extracting information, of personal survailance, infiltration, communication etc. etc.
Over the entire cold war they were consistently better at using psychology in any area where it could be applied. So much so, that the west didn't try to match them anymore by the 70s and instead focused on counterintelligence and mainly relied on its' technological advantage for spying by the 80s.
