If you look at birth rates by demographic, it is mostly linked to the rate of education to women.
If a woman has absolutely no career options, then the only thing she can contribute is having children. Which is why Muslim countries have a devastatingly high birth rate.

The only way you can do this is to make the choice between being a mother and having a career m00t. Daycare would need to be a very viable option, currently it is not.
The reason being is that there isn't sufficient contact with an adult. What I would do is therefore enlist the elderly who have had (successful) children and get them to increase the adult contact in daycare, given the state of pensions in most countries, it would probably help out the elderly as well.

I've been thinking about this quite a bit recently, actually, and I've come to the conclusion that the answer is the same as it is for every other problem faced by western society.
Go after the kids.
If the left have infiltrated the universities and a lot of the high schools, then we just have to get kids before they come into contact with this anti-white brainwashing and counter-indoctrinate them. Education is more effective the younger they are anyway. All it takes is finding another two or three adults who understand the problem and are willing to work for a solution - preferably including at least one woman, so you can start a youth club without being suspected of pedophilia.
When you have the youth club up and running, you don't just start lecturing the children on the need to preserve the white race. You just drop hints, then draw up an assessment of each of the attending children identifying which ones are most responsive to your ideas. Then you start separating these children from the main group - say you're getting too big and need to run two groups on separate days - then start educating the second group. Then you start moving children one by one from the first group into the second, so that the children who weren't particularly responsive end up one the only child in the group who doesn't share the ideas you've been pushing. Most likely, on finding themselves the odd one out, they will begin to modify their positions. The key at this point is to get the children to do most of the educating for you - it'll work better coming from them, and if you do it right you can set things up so that it practically runs itself. All the time you're doing this, you need to be scouting for more adults. Then, when you have a core community of like-minded individuals, you start expanding.
As for what the end goal should be with regards to increasing the birth rate?

You should be aiming to get 12 or 13 year old girls into relationships with men in their early twenties. Find as many early twenties males who share your ideals as possible, and arrange social events where the girls can meet them. Then simply let nature take its course (with perhaps a little ideological prodding to get them over the traditional taboos). Then hopefully you will find that 14-15 year old girls, girls at the beginning of their prime fertility years, start having babies with men who have left collage and are starting to get jobs (as opposed to other teenagers who are completely unequipped to raise children either emotionally or financially). This will have the added bonus of giving these men an incentive to work hard at their careers instead of checking out of society and ending up neet.
These young mothers should be able to continue their education alongside raising children - it's a hell of a lot easier to get flexible schooling than flexible employment. It should be fairly reasonable for most mothers to have four children between 14 and 21, ensuring a population that doubles every generation, and then complete their education and enter the workforce only a little after their male peers. Girls from wealthier backgrounds who don't need the extra income from working should be able (and encouraged) to simply continue having children for as long as they're physically able - eight children isn't unreasonable. As well as producing extra population growth this will begin to have a eugenic effect, where the high-ability population increases at double the average (all without doing anything so counter productive as sterilising healthy women).

Alongside the educational youth clubs it's essential to set up proper support structures - mothers groups, nurseries etc - so that when girls find out that having babies is really hard work they have people around them to take some of the burden and keep them on track.
