It's a rocket. What you're seeing is the exhaust from the rocket as it reaches high altitude during ascent at around sunrise/sunset so it reflects sunlight down to the earth where it's still dark. If you watch closely you can see a stage separation which looks like a burst of exhaust that spreads outwards almost like an expanding sphere.
The exhaust spreads out so much because there's low air pressure at the upper atmosphere. If you watch any rocket launch videos that track a rocket this far, or you watch video from on the rocket itself, you can see that it looks exactly like this.

I watched this thing flare up as I turned off a side street that leads from my job to the main road to get home. I watched the entire thing.
No way in hell was that a rocket launch. It came from nowhere, there was no burn preceding it, it was a point approximately 40 degrees high and generally west. It just sprang it's ass into life at that spot.
You'd see a fucking rocket beforehand.
Considering the rather large size of dispersed particles (it filled roughly a quarter of my vision at it's largest), and the reported distances of witnesses, it is ludicrous to compare this to night time launches. The dispersed field of particulate/gas must have been high in the atmosphere and covered literally thousands of square miles.
Other people have posted in this thread, who live near rocketry bases, and have never seen something like this from night launches.
It was a fucking comet.

This was a test of some sort, probably of a scramjet or something... they use a jet to ferry the test vehicle up to altitude, then drop it and start the vehicle's scramjet. The test vehicle then falls into the ocean (which is where that purported 'hawker hunter' is loitering)

The light was not due to re-entry. It was a very high altitude supersonic ramjet test, or another engine that would cause a high degree of ionized particles that would cause an aurora type effect.
Most of the light you see from the re-entry of objects comes from the fuselage or body of the object re-entering. Also, meteors usually flash 2 or 3 times very brightly over a couple seconds as they fragment and decelerate through the earth's atmosphere.
Long-lasting streams WITHIN the earth's atmosphere require a sustained amount of energy output.
