It would be a violation of the 2nd Amendment as held in DC v. Heller. A tax so burdensome as to discourage or make exercise of the Right only available to a select few is UnConstitutional.

This has been found in other Supreme Court cases related to voting (Poll Tax) and Freedom of Speech (Ink and Paper Tax).
