If Raqqa was given to Kurds it would be immense for them, but it doesn't seem likely. If not, it's a big gamble for Kurds because if things keep up Assad will eventually show up on Raqqa's doorstep ready to assfuck everyone inside. Kurds will eventually have to pick between the rebels and Assad and stick with it.
The democratic alliance was obviously Obama's answer to the Russian offensive. It doesn't feel like the alliance is going to make a huge difference, but surely Obama and his advisors thought up a plan with a reasonable chance of success instead of forming rebel alliances just to make life harder for Putin.
