You don't shoot a suspect to stop them but not kill them, you shoot them the moment its necessary to kill them, because there's always a high chance it will. Tasers are used when officers have the luxury of not being under attack, they are useful to gain compliance, not defense. They are not reliable. They can bounce off, pull out, break, or even outright fail to stop an assailant even with a good current, especially ones on drugs. You get one shot, and someone charging you is very likely to connect.
