I don't think it could have been prevented in the short term, although maybe it could have occurred in a different country. I think that the only way it could have been prevented would have been a multi-tiered effort to not let the crazy people have all the guns beginning long ago. First, 1st world countries don't funnel guns into crazy factions in order to destabilize and get cheaper oil. Then the home countries to these nutjobs control them better. I mean, do we let westboro baptist church start recruiting people and gathering guns? No, we make sure that they know damn well that we hate them too and they're too busy with that to take to the mountainside and start proclaiming holy war. And finally maybe if more people who weren't suicide gunmen had guns in france it would have ended faster. Not saying that gun control should end, just that maybe guns aren't boogeymen.
Sure, it could have been prevented with a more careful dissolution of the Ottoman Empire following WW1
