Read the rules. You are supposed to resize to 1000px on the long end and ensure that the photo is smaller than 1MB.
This is not hard to do.
In Photoshop, go to Image -> Image Size to resize the picture. It'll resample keeping the picture's proportions by default.
Then, most people would go to File -> Save for Web to save the picture as a JPEG. That will make you lose data even at 100% quality. You will also lose your EXIF data.
So what do you do if you have a 16-bit photo with a color profile like Adobe RGB or PhotoPro?
First, you convert the picture to 8 bits. Go to Image -> Mode and select 8 bits/channel.
Second, you convert the picture to sRGB. Go to Edit -> Convert to Profile and select sRGB IECblabla as the destination space. Choose 'Perceptual' as your intent under conversion options.
Now, you can simply use File -> Save As to save your picture. In the JPEG options, choose Progressive format with 5 scans.
This will EASILY bring down any huge photo within the limits set by /p/'s rules and still preserve both the EXIF data and more data than the Save for Web conversion does.

I think personally I would of committed to the smoothed out water and used a 10-15 sec exposure or used a 250th of a second to get it crystal clear. Im not a fan of the smooth fall and relatively normal water.
