If street legal then you have to pay sales tax, registration, and title transfer fees and shit (in most US states at least) so if you're not making at least a couple thousand dollars per flip then it's really not worth it (not to mention the time, effort, and money spent fixing the bikes up). I've never heard of anyone getting a title notarized like that here in TX. If they don't let me take a picture of their DL then I write down their name, DL number, and address so I have something to go on if they decide to disappear and I need to track them down for something.
I've never had any issues with getting a title transferred but you can never be too careful. Mexicans around here in particular are prone to disappearing after anything goes wrong --

Bikes require more frequent maintenance in comparison to cars. Oil change intervals, valve adjustments, air filter cleaning + re-oiling, wheel bearing replacements, etc. are all on a more frequent maintenance schedule compared to modern cars. Motorcycle tires wear out MUCH quicker than car tires do. Additionally bikes have chains/belts, drive sprockets, fork seals, etc that must be checked / adjusted / replaced.
There's a lot of stuff to look for when buying a bike, I'm sure there's a buyer's guide somewhere...
