Alright, dunno what license restrictions you have over there if any, you'll have to figure that out yourself. Basically, just don't start on a four cylinder 600 or 1000 ei ZX-6r, R6, CBR600 or GSX-R 600, becuase they have a ton of power that all comes on around 10k, kinda like turbo lag, and will get you into trouble.
Buy used because you're going to drop it and scratch it anyways, let somebody else pay for that depreciation. Get a use Ninja 250, Ninja 650 or SV650 that got some scratches on it and you can sell it in a year for whatever you paid for it unless you fuck it up big time. There are plenty of other good used bikes too.

Watch Twist of the Wrist 2. Be gentle with the throttle and the brakes; respect the bike. Regularly do slow-speed stuff (try to ride 100 m at walking speed without putting your legs down and without deviating more than a few cm from the straight line etc) and emergency braking and evasion from 50 kph or more so you can do it instinctively.
For your first bike get something with

Test ride doesn't mean putting around the neighborhood, it means 30 minutes at least of mixed riding (city / highway). You might want to take lessons or get used to shifting and the riding basics by riding a friend's bike a couple of times BEFORE buying a bike.
GET FULL GEAR. That's boots (made for riding; need ankle protection), gloves or gauntlets, pants and jacket (leather preferred, textile possible but always needs CE rated armor), full face helmet.

Not really. If I'm not done with a craigslist deal in under 30 minutes I know I'm wasting my time. If it goes around the block twice and cycles through all of the gears you're probably fine, especially if can observe the obvious level of maintenance.

If you don't let me test ride your bike when I'm interested in buying it, I'll assume something is wrong with it and just find another deal.
BTW insurance is a thing. Also you can simply have the buyer sign a contract that forces him to at least pay for the damages or the bike in full if he crashes it on the test ride.
