Is powder coating brake calipers going to look good? Should I do it?
As long as you don't powder coat it red/any other bright color on a shitbox, yes.

In order to powered coat, you need to completely dismental the part cause it needs to be baked in an oven.
If that's not to your liking, and they are already rusty, paint with POR15, leave them black, or you can then prime and paint them whatever color you want. which should be black. maybe red.
