Because it only came with the shit 1.8L and there was no Astra Redline (rebadged OPC, with the Cobalt SS Turbo engine instead of the Opel 2.0L Turbo) to drum up excitement.

And no, the 2.0L Turbo of the 08-10 Cobalt SS and the 2.0L Turbo of the Astra OPC of the same timeframe shared nothing in common. The Opel engine even used a timing belt while the Cobalt engine used a timing chain.

Why did they use 2 different unrelated engines? Long story.
In the 1980's, GM released 2 globally designed 4 cylinder engine families, the GM Family 2 engine, an OHC 4 cylinder, and the GM 122 engine family, a pushrod OHC engine family. Though both engine families share a common ancestor, they bolt evolved in different ways, with the 122 4 bangers dying off with the cancellation of the last generation Chevrolet S10 and GMC Sonoma. The Family 2 engines evolved when Opel used it for everything, gaining DOHC, and 16 valves, and eventually turbo variants. With the massive difference in engines of similar displacement in the late 90's, GM sought to create one engine family to replace all their 1.8L+ 4 cylinders. The Ecotec was the designed replacement, released in 2000 in the Saturn L-series. but certain variants of the ecotec weren't ready yet, while F2 variants that met the demands were already waiting. The direct injection 2.0L Turbo Ecotec to replace the F2 2.0L turbo wasn't released until a year after the turbo Astra OPC made its debut. When the next Astra generation debuted, with a new OPC variant, an Ecotec 2.0L turbo powered it and the Family 2 engine was officially retired.

Vauxhall's consistently been just behind in the hot hatch game I think. Neither that, nor the Corsa VXR for that matter, are supposed to be bad, but it just happens that the Focus ST, Megane RS and Golf gti have consistently been that bit better.

Or that's what I get from the reviews, at least.

I never said the family 2 engines were bad. They're great engines. I just prefer a chain to a belt.
After the Pontiac Sunbird was killed off in 1994, the only Family 2 engines America got were Daewoo products.
And we only got a SOHC 2V turbo variant (code LT3) in the Sunbird GT. Last year for the turbo was 1990 before it was replaced by a 3.1L pushrod V6. The LT2, and LE4 were N/A variants for the American market.

The Daewoo Nubira, Suzuki Forenza (aka Chevrolet/Daewoo Lacetti), and Suzuki Reno (aka Chevrolet/Daewoo Lacetti 5 hatchback) were all powered by a DOHC 16V variant known as the L34 (aka the U20SED), which can use the european C20LET aftermarket support.
