Throttle cables are new. They're just getting pulled a weird way and it makes them stick.
Carb floods during wheelies. I took the carb out to try to adjust the float level again, but when I put it back in the throttle cables were sticking again. Tried fucking with the throttle cables for a long-ass time then came upstairs and posted on 4chan about it.

An odd trick some DR people do is to mount the cable widget on the handlebars upside down/on the bottom side of the bar. That gains a bit of slack. I don't know if you can do that on the KLX, but it's an idea.
