Not a trollbike at all.

Aerobars are actually a great idea on flatbar touring bikes. It gives a comfortable extra-position when you're just cruising on a long straight road.

The lack of fenders is fine. Just looking at the background shows it's a hot and dry part of Southern Europe. The heat also makes 4 bottles perfectly OK.

The bike has clearly been built by someone experimented.

Perhaps not a troll bike, but I am building it up to be ridiculous on purpose. Will be mainly spare parts, would've slapped some Boxxers on it but I don't have another 20mm wheel.
