Well 1950s and 1960s Stockhausen and Babbit still haven't been topped. They didn't invent electronic music, Leon Theremin did with the first electronic instrument. Well him or the Ondes Martenot guy. Stockhausen and Babbit just defined it. and their definition stands across all genres to this day.

I think it would be very helpful if he listened to the piece Faster Harder Scooter, which is electronic music, and a young boy’s voice singing with himself. Because he would then immediately stop with all these post-African repetitions, and he would look for changing tempi and changing rhythms, and he would not allow to repeat any rhythm if it were varied to some extent and if it did not have a direction in its sequence of variations.

Electronic music is such a broad and vague term. Is it the music created with use of electronic devices as sound sources? Is dub for example considered to be electronic music? Is concrete music and other experimetnal mumbo-jubo electronic?

Eno came up with the name "ambient music", but he wasn't the first to make static relaxing music that has the effect of ambient. Erik Satie, Miles Davis and Steve Reich (to name a few) had already done that before Eno.

This topic is dumb. Something happends when human have new things arround: their creative mind find new ways to use something. And that's what happened with electronic music. A lot of people from different places started to experiment with the posibility of manipulate recorded or synthesized sounds. It's not something that one guy alone made and then everybody copy him, this is one of the most ridiculous ways to analyze human actions
In 1942 French composer and theoretician Pierre Schaeffer began his exploration of radiophony when he joined Jacques Copeau and his pupils in the foundation of the Studio d'Essai de la Radiodiffusion nationale. It was here that Schaeffer began to experiment with creative radiophonic techniques using the sound technologies of the time.
Contemporaneous to Schaeffer conducting his preliminary experiments into sound manipulation was the activity of Egyptian composer Halim El-Dabh. As a student in Cairo in the early to mid-1940s he began experimenting with "tape music" using a cumbersome wire recorder. He recorded the sounds of an ancient zaar ceremony and at the Middle East Radio studios processed the material using reverberation, echo, voltage controls, and re-recording.
Other visionaries existed but the most prominent of all was most likely that of a Swedish artiste who utilising electronic instrumentation available along with rubber plants and ripping paper put out one of, if not the most important electronic works of all time; Magenta Circuit.
