This doesn't make sense because IDM is a critical label not a genre. There are no "classic underground IDM" artists from the 90s because the label was only applied to famous artists and like 2 labels
If you dig through ambient techno, DnB, drill, trip hop, downtempo, nu jazz, like any other electronic genre from the 90s/early 2000s you will find lots of amazing artists that could be called IDM

Good to watch that interview with him, might have to return to his music soon. Trademark Ribbons is one of the densest albums I can think of. Persistence Of Vision was a bit easier to get into from what I recall but still very... heady. But it's all great engaging stuff.
