Hell no. The second album is incredible, met with the same reviews as the first one. In fact, iirc, the metacritic rating (user and critics) is exactly the same. Give it multiple listens though, it might be a grower, it was for me. It was only a 2 year gap from the first album and some of the tracks were probably written or recorded around the same time as TOTBL anyway, so I'm sure they were still on the same good-music-making kick back then.
