The riff is divided in two different time signatures.
First part is 13.5/4 (or 27/8 if you prefer), second part is 14.5/4 (or 29/8).
The best way to count it according to the riff would be : 7/4 + 6.5/4 and 7/4 + 7.5/4.
Or even better, just memorize the riff and play along to it. Best way to play prog is to not analyze and just feel it.

Sorry I meant 12.5/4 and 13.5/4. So count it as 7/4 + 5.5/4 and 7/4 + 6.5/4.

Yeah, you can count by Eighths Notes tho, but that's not really the feeling here. If you like Math Rock/Metal Prog/Djent and shit you'll have to get used to those half counts

Where is it written that'd be illegal ?
There's a difference between 10/8 and 5/4, you don't play both the same. Just like there's a difference between 12/8 and 6.5/4.
When you're playing a 7/8 for example, if the tempo is slow enough to still count Eighths notes, you'd probably be counting as "1 2 1 2 1 2 3". But if the tempo gets too quick, you'd be counting Quarter notes this way "1,2,3 and 1,2,3 and". Which is basically 3.5/4.

I dont think Faust is 4/4 actually. I mean, the percussions are obviously staying in 4/4 all along, but the melody isn't. I think the melody is just build around multiple time signature instead of a constant one.
