It conveys that because there is a camera behind him, he is the one that took the picture.

Normally I would just who fucking cares but now that I'm looking at it I would like to know as well. Could mean nothing, back then it could've been something as simple as ''we needed a fucking cover and I told them to just use someone's camera and take it now" dude in the back was just in the shot?
