So making characters die feels kinda hard, and in my own case I played around with the idea of someone "dying" and then put into stasis soon after.

My canon for Wild Flower's clan is to bury them in the earth to reunite them with the land they come from. Ghouls are burned, because they are tainted and poisoned.

Modern medical science can revive people who are "dead" after 3 minutes without aid, 15 minutes if you don't mind total brain death and needing to rebuild itwe can do a chunk of this now.
Upwards of 7 hours for clinical death, stopped heart and brain below the points of life, with hypothermia treatment.
However, none of these work if the brain dies, only thing we have yet to counter.
Now since we have magic purple drank here, it can be argued as repairing brain tissue, as well as any other tissue, given it would have to mend nerves already or there are a lot numb and paralyzed pony parts out there.
So reasonably, if you can keep them on healing potions and then move them into your stasis pod, it could be argued they were healed in stasis as a method of allowing more time for healing.
The long length of the stasis stay could just come down to whoever runs the ReLife clinic requiring that the memory of the "dead" pony be forgotten to hide his work.
Might also provide some intrigue as the character has to adjust to a new life, while avoiding their old one.
Could have some touching moments of his baby girl being all grown up, never having been there for her, and all he can do is watch and cry at all those wasted years.

History, and/or some modification. Most of the real memorable unique weapons often seem to have a history of it's own. Like "This machine" "The Rat Slyer" or "Lucky" were they clearly have a history connected to the area they are found in.

I think it would all depend on where and what job the slave and the griffin are in. As for the hippogriff kid, likely they would be taken in by redeye, as he is most interested in protecting the next generation.
I peronaly plan to have this be something that comes in in a story I plan on making, where there as Brother and sister hippogriff, who father is a former Red eye merc. it's going to be a point of tension between that family, and a former red eye slave turned Sharif.

A guard tower was nearby and empty of any fellow Talons, where he was unlikely to be disturbed.
Asver wasn’t a big griffon, strong, or even all that smart. What he was, was sneaky and cruel, skills that had served him well in this job. When his clutchmates had signed on as soldiers of fortune, they had sought glory and found only ruin and death. He had sought an easy life and joined Stern’s Guard, taking the enjoyable job of being a guard. And right now he was about to exercise one of those perks.
Gloss Wax stared unsteadily at the cuts she had been making in some prewar contraption, spots of darkness bouncing around her eyes from exhaustion. She hadn’t had much to eat, nor time to rest. Such was the typical lot of a slave in Fillydelphia. Taking a step back to try and steady herself, her stomach gave way to butterflies and she felt wind rushing by her ears. Throwing out her legs, she tried to brace for the fall, but found nothing. The ground simply was now several hooves beneath her. She yelps, her panicked motions finding several sharp pricks digging into her barrel. Looking up, she sees a face she dreads to see this close, an enforcer of Red Eye’s will, a Talon, taking her somewhere away.

It was really the first time I really attempted to do "line of sight" work in my art. Everything in the pic is aligned in a way to draw your eyes onto Malice no matter where you look. Trying to give her a sense of power and ownership over the whole scene.Her pose was what I worked the longest on trying to figure out. I wanted to make her open and cocky. Cadence is listed as a pegasus in the TCG, then alicorn. Much like Twilight is a dildohead then an alicorn.
Metaphysics wise, this is what makes Flurry Heart so abnormal, since she is a born alicorn, as opposed to the apparent uplift type.
Given that misceganiation is likely, the divined answer is that a pegasus uplift alicorn with a unicorn is the proper trigger for a natural alicorn.
Theorizing further, the alicorn spell was developed by an elder unicorn to perhaps create a universal ambassador during the tribal times.
But as ponies were divided still, they may have been seen as outcasts, nothlits, and thus never fucked to realize the spells real purpose of pony unification.

She tried to think of what she had done wrong, what had led her to being a criminal. Dreadfully, she wondered if she was going to be hauled to the Pit and left to die at the hooves of a better fighter.
Asver beats his wings slowly, headed for the abandoned guard tower. He was slow in his ascent, not so much of the weight of the scrawny slave he carried, as out of making sure nobody asked questions about his plans. Clenching his claws, he pulls the pony in toward his center, her struggles throwing him off balance. Headed to the wall, he decides to set the mood a bit, an evil despicable grin forming on his beak.
“Hey calm down. Keep squirming like that and I might be too tired to try more than one of your holes.”
He crows evilly, his cruel words rumbling through his breast and clearly into Wax’s ears.

Gloss Wax was shivering in fright, her already damnable existence now getting worse as she saw the great wall falling down below her. She swallowed, nervously daring to hope she might be about to be released from Filly by the griffon. She had heard tales of ponies that had been released by the griffons, given a chance at freedom in exchange for being a hunting target. She had never met one that failed, she thought darkly. Seeing the tower come closer, she stammers trying to offer pleading excuses for any misconduct she may have made.
“Please, I didn’t mean to stop working, I was just inspecting where to cut.” She stammers nervously, “J-just wait, I’m sure my master will be willing to tak-to discipline me!” she mumbles out, mind panicking.
He laughs. He just starts laughing, his beak clattering and clacking, his belly fur rubbing the back of Gloss Wax’s head as he kept going at it. He laughed until he started spitting, a guttural hacking sound making Wax cringe.
“Discipline you. Oh you slaves can be so funny, just so damn funny. As if you merely needed the whapping on your beak from a mother’s wing to fall into line, no no, you’re not here to be disciplined.”
Asver let out a short screech and tucked his wings, descending toward the guard tower. Their speed picked up, diving for the tower. Asver pulled up shortly before the tower, his wings flared out as he let go of his toy. Wax tumbled through the air, her legs fumbling, trying to grasp air as she flipped over mid arc. She lit her horn, trying to come up with a spell that might save her from her doom. She was shocked to find stone meet the nape of her neck. The rest of her head met the stone floor of the guard tower as she skidded and rolled on the floor, disorienting the unicorn before she was stopped by a chunk of rough leather. Asver followed in after her, hind paws spreading her hind legs apart as his talons came to pin her forelegs above her head.

Trotting up to the cafe counter and lifting his upper half to peer over, he brought it down, shattering the wood surface as he searched for a pony to serve him. "The might alicorn hunter has arrived, who will serve me!” Steelhooves called out, gazing around the room to see only a few pones cowering in a corner booth. They were not ready to help him on a crusade.
To a zebra lounging on a sofa by the fireplace, the clear view of the ranger pone's butt was simply too much for her! She props herself up from her slumber, and begins mixing a few small containers on her hooves. She slinks stealthily toward the hidden rump, tongue hanging cutely as she drools at the sight. "Must... have... pone butt-" she bites her tongue, realizing that had not only not been in rhyme, but might have given her away on her secret mission. Close now, she jumps forward, a hoof striking the cod plate of the blighted armor, and removes it entirely. For the first time in two centuries, clean air touches the green furred plot of the Canterlot ghoul.

The gratitude at being saved makes them easier to manipulate. You could groom them to be fiercely loyal to their rescuer. Nurse them back to health, teach them to read, write, track, address wounds, use a weapon.

So where exactly to start with this?
Well the beginning helps, but its actually a bit more than that.
Fuzzy is finally pulling together all the loose story bits and making them feed into each other.
This is quite good as a lot of them have been nagging for a while.
There's also finally a reason given for why Red Eye just doesn't shoot Shackles for his antics.
A combination of stuck on his own system being so great, and the fact that doing so /now/ would lead to a civil war as the Enclave invade.
This doesn't answer though why Red Eye didn't do it earlier. Particularly during the wonky time post mall when it would be a few questions and a quick memory orb to find out the truth.
So Murk is now choosing to be Protege's assistant.
This is a grievous job for the colt cuddlerbut where is the cuddles?follower as he must be the pack mule.
Which is funny as they do have an actual mule to use, but reject this idea.
Good news, Murky is being taught to read.
Finally somebody realizes that having a slave able to do their job is important.

Really, had Khat left it at two years of doing stuff, things would have been great.

The primary issue here is that the great game of politics has hit Filly as everyone jockies for the useless post Unity positions.
The ones interrupted by the assault on Filly and Celestia's cider powered stream of piss.
I mean the Twilight society megaspell.
This involves the rather practical move of just shooting Protege.
Unfortunately they wait and give him time to speak, rather than just plugging a bullet in him and calling it a day.
This is really an issue as there is no good reason not to just shoot Protege early on, since they're above and waiting.
Instead, its only to ensure Murky has time to save his master.
Regini also get some vengeance on a shade, blasting off his horn as payback for her wings.
Protoge has made a speech about protecting the weak and helpless, but then promptly shoots the shade for being in pain, rather than grilling him for info.
Regini correctly calls him out on this, and Red Eye himself drops by to point out Protoge is an idiot idealist.
The biggest issue in this chapter is that Murky's pipbuck randomly finds the shade's radio signal, but the shade's proper aren't running around with portable units.
So, who was radio?
We also find that the digging efforts from team whips and chains have already been paying off, bringing in fresh tech that tips the balance.
This is an issue as well, since in 200 years nobody has snagged this stuff?
I suppose it wouldn't be much of a story without it, but really using the ghouls under the crater as the source would have been a bit more inclusive.
On the upside, Murky drew a crazy conspiracy map of everything he has figured out now.
This should be fun when anyone sees it and can map what is really going on in Filly now.
Downside is that now Murky and Protege have no allies and have to work out what to do in life.
Big fun happy times ahead for them, but they still can't see why kids love Sugar Bombs.
I still think that device from Murky sounds like a Kingdom Hearts plot device.
In fact, I think I'll call it the Namine Engine from now on.

Background wise, this chapter doesn't have as much.
The stuff written is primarily in advancing the nature of the story proper.
We do however find Coral's son, Chirpy.
This brings up an excellent question as he is good enough with numbers to sort out the logistics hub on the first try.
If these kids are already this good and superior, why are they not being used now to improve the city?
The whole spiel of coming out into a finished city is rather daft when its pointed the kids could already make the city better now, with them getting the better city as they go, or the next gen gets an even better one.
Mostly it feels like Fuzzy had no idea what to do with the kids and Red Eye's plans, so he sort of squished them together and went for the best.
This doesnot hold up very well and raises more questions than just having the kids be at an age appropriate grade level and the adults being effective.
Truth being said, I think it would work better if Shackles had been moved up higher in the order and been a foil to Red Eye more than a background "Thanatos sits on his throne waiting" villain.
Essentially, making it so Shackles is a good answer to the why's of Filly being so stupid slave heavy, rather than industrializing proper.
Perhaps with some intrigue of sabotaging Red Eye's efforts to make a case for his slave centric world, and the issue of how to prove it.
Overall the writing is good, but I'm just noticing how empty it is compared to the other fics I'm going over.
I still feel the same amount of work has been done on chapters, even when chapters can be a quarter to a tenth the length of Fuzzy's.

Lets talk about the weather, something that we all know it in Fallout itself is that the weather is base off the location to a degree. With it only now becoming dynamic in Fallout 4.
Now with FoE, we have the matter that we have constant cloud cover over all if not most of Equestria. Now I would imagine that over time, this might become harder and harder to hold across Equestria as time goes by. What could the possible weather be like on the outskirts and border regions. Would we see weather patterns that are natural or freaks of nature?
Now with the addition of radiation storms from Fo4, what could one expect to be in the wasteland? What would be the weather patterns?

On the lurker seen, I don't quite understand what your talking about, but if I were going for PH, it would have happened to the MC, not her best friend, of which is removed from the story for an extended period of time.
As for the Enclave side story, It's more about the fact actual outsider have come to the metro after over 200 years of the residence thing everything beyond the island is dead.
It's the same with the Pirates. Why we don't see them early on is simply because they just landed on the island, the idea being that the MC just walked right into a cluster. I do have the street preacher idea in mind, but it's a down the road kind of thing.
But overall, thanks for the feedback. Trust me, it dose get better, but if you have issues with cybernetics, your ether going to love, or hate the story later on with a few characters. But I do my best to keep the story from flying off the handle like PH did. I see it as a lesson in hubris that I dare not fall into. well I hope not.

And the plot hasn't moved much.
Were this a normal book, I would have dropped it already for lack of plot or reason to keep reading.

This is a very poor way of doing a story.
Effectively, you spent too long in the setup and sidequests that the rest of the plot ground around.
You would be much better off in your next fic to spend some time making your broad arc, then dividing and having it come up more.
The setup of the families and your universe, I'm guessing so you can have Vibraphone sway them to fight the pirates, it took much too long.
You should have had some of the parts fold in more, the son's plot with alcoholism should come in with the radio tower, not be out on its own now, same with the girls.

Do they serve the story, are they entertaining? Is it detrimental to sit down and quantify exactly how much a character has improved over the course of a chapter or few chapters? What do you like or hate about them?

I feel the original did it best as it still contained that "RPG" element to the whole thing and there was at least some correlation with how Pip progressed and what stats she increased in.
Sometimes though, I feel like the character would gain a "perk" that either is never used or really doesn't hold consequence for the story or character. It'd be interesting if the perk system was more literal and they actually gain something to increase the character's abilities as they progress. Just food for thought.

Even Pip had more chapters than levels or perk gains if you discount the quest perks.
Folks who end up writing a shit ton of chapters either have to do what Heroes did and give them 50% xp to level or 75% etc or end up doing the same as the previously mentioned two.
Personally, I kinda wanted to avoid doing the whole perk at the end of chapters thing because I didn't want to have to count out how many levels the protagonist would gain and their abilities to keep track of. Seemed like a lot of work and only worth it if those perks were plot specific rather than just getting stronger.

I think the answer to this varies from fic to fic. For the case of Frozen Skies for example we decided very early on that we'd limit the 'gamey' terms present in the story. This was to keep a consistent tone throughout the story and not jar readers to much. Which is the feeling I got when ever a heavy event happened and it got followed by a level up.
This could just be myself though as I have a general aversion to sharing characters SPECIAL spread.

I am somewhat ambivalent. Not for a lack of care, but more in that I shall judge on their use, not as a blanket statement.
This is mostly because some can do it well, others not. Some fics do not deserve them, primarily where there are many characters, others should have them as less +1 special but more as defining a character, in essence short hand synopsis.
As for entertainment, many of them are, exceptions exist of course.
Not if they occur as a suitable part, things like finishing the long term arc and getting a relevant perk, such as learning a language, are just fine and quite useful.
Saying +1 charisma is bullshit and overused. Seriously, who the fuck specs charisma? Agility and luck are where its at.
I hate when they are just +stat that never shows up in story, where the stats quite clearly have no impact.
Things like Murky's plus charisma.
I like when they add and tell of a character, such as Murky's pickpocket skills.
What they need really is a reason to exist, and not so much be a weird thing thing with no impact.

This. This is how you can use the progress of skill to tell more about a character because it reveals their role among their peers, if such a character has them.

I personally never focused on charisma much but I can easily imagine a character getting better at small talk or getting other characters to reveal information to them via charm or conversation to be a fair enough reason to say, end the chapter with a +1 charisma for example.
Think about in in terms of public life. People become more socially adept as they interact with other people over the course of their lives. Isn't that like increasing charisma in a sense?

Both really. They do something different in the chapter and learn to do something better, then you make a note of it at the end of the chapter, and now the character has a new trick up their sleeve, so to speak.

It all depends on how they are implemented. The big challenge though, is just planning on where it goes, and how it would effect the story. One way around that is to just do a quest system, and give the character perks on the finishing of quests.
