Most of the time it really doesn't make sense unless you're trying to ship a gigantic (<4ft) life size or going to a country where it's stupid expensive to ship things.
Stuffing plushes, especially lifesizes is practically an art if you want something that isn't lumpy as hell nor a rock. Also doesn't save much work on the plushmaker's part since it has to be stuffed to attach pieces and check if things came out right, then unstuffed before being shipped. Used stuffing typically can't be reused really well without being crappy.
Doublebackstitch did send that giant Celestia unstuffed.
I do not know how to stuff, would be an issue for me. I would rather pay the extra shipping as I cannot do anything like this.

Yes? It depends on how many plushies you plan to make and what size. A decent sewing machine will be around $200, and an embroidery machine combo (the Brother SE400 specifically) will run you about $400. $200 more dollahs for self-sufficiency. If you plan to make more than 5 plushies, I'd say yes. Unless those plushies are going to be over 18" or so, because then the SE400 won't be able to make eyes and cutie marks proportionately and you'd have to get another machine that's $700-$1000+ which I don't recommend unless you're going to be doing it long term.

I offer unstuffed shipping for lifesized, but it really doesn't change much unless you're trying to go international with a lifesized. Even domestic with a lifesized, the $50 or so (if that) you save in shipping (only that much because the head and mane had to remain stuffed, only the body and tail can be unstuffed) has to be put towards putting in a zipper to seal up the hole after stuffing, plus you have to buy the stuffing and stuff it. Trying to ship an international freight is $350+ compared to $150ish for regular is worth it, but that's really the only instance.

I only ask because have a fuzzy blanket that I snuggle with(my poor man's pone plush substitute)and I've got to put that in the wash every few weeks because it doesn't smell clean any more.

Yeah that's the tricky part. Realistically wiping down the surface every week and doing a more thorough cleaning every month or so should keep them nice and clean. Keeping yourself clean is also a huge thing and will greatly extend the life of your plush.
I however am not so good about regularly washing my plush and am probably about to unstuff my LS and throw her in the washing machine because shes in desperate need of cleaning. I made her though so it's not the end of the world if I have to fix her up.

Turns out there actually was something wrong with the scissors I was using. Despite being labeled as "Fabric scissors", they did a really crappy job compared to the new ones I bought today. Then it turns out I fucked up and bought just too little fabric to complete the body, so I got to go back and get a little more. But on the bright side, I did manage to complete her horn in my spare time!
Still having some issues trying to plan out how to handle her cutie mark, if I'm going to use minky for the mark, but felt for the line detail on it or not.

So I got an idea the other day.
I've noticed over in the fursuit making community (inb4 cringe) they use upholstery foam as the base for some tails and heads and I was wondering if that same process would work for a more defined mane shape especially with faux fur. Take Rainbow Dash for example. You could sculpt her main out of foam and then pattern the sculpt and stuff it with the foam shape. Then again I've never tried it but it seems like it could work pretty well on larger plushies. It could also work for wings and to keep hooves flat without needing wire.

I haven't streamed in awhile. I generally only do so when I'm doing embroidery because everything else seems boring to me and I have to move about a lot. I want to one day get a wireless attachable camera so I can hook it to me as I roam around between cutting, sewing, embroidery, etc. if I had that, I'd probably stream every day.
