The exposition has been a little heavy-handed in the past few comic pages. That is to say, the characters keep laying all the cards on the table outright. We're doing monologues where they say, "This is what is happening, this is how I feel about it, this is what will happen next".
The advantage is that we clear that stuff up faster and move on, so I suppose we can get into the next section of material. The disadvantage is that it eliminates suspense and feels out of character. People don't normally talk like that. "As you well know, [exposition dump for the audience]" is kind of clunky.
If you're going to do them, a smoother device could be something similar to the Greek chorus, which would step in between acts to comment on a play or describe what was going on as time progressed. It's not seen as a good literary device, but it is one that avoids character soliloquies.
I'm not sure your exact plan, but do be aware you've thrown a TON of information at us in a mere five pages or so. Equestria was Earth, there were humans, humans had super powers, there was an old species of unicorn, there's supposedly a human dimension where people live outside physical bodies, sex with a pony will give it super magic, Celestia's concerned about her reign, they used to kill humans, Discord may have been a human once, and the little girl has designs on being an alicorn. Holy shit, slow down a little. I need to digest and some of this is kind of hard to swallow in the first place. Should have chucked a few sticks of butter in the dish.

I dont think Celestia's a tyrant, but she likely knows of the same History Papyra knows of and wanted to keep it secret. If others knew of humans and actually sought them (she mentioned that they were "in the stones" (likely turned to stone), we'd get more crazy overcharged freaks of nature running around who could give Discord a run for their money.
She must trust Quartz enough to keep him there without ordering an attempted execution, but at the same time, she needs to see Anon for herself to determine what sort of threat he poses to Equestria.
