I don't remember what Soarin exactly said about his wing. If he implied the doctors said it was okay or if he felt it was okay. The former then you could argue Spitfire was in the wrongthough I can understand her actions, it would still be a dick move. It's a wing injury, comparable to a football player getting an ankle injury. Certainly, Soarin would have been (and was) able to compete, but there are risks of him aggravating the injury again, not only putting the team's chances at risk, but his own continued health as well if he has a spectacular crash. In light of that, an argument can be made that Spitfire made a safe call that prioritized Soarin's health before thinking of the team. It was a practical decision, an element of her character which is seen in WA with her record obsession rather than a focus on merit.
And yes, Spitfire could have called up another Wonderbolt, or even a regular Cloudsdale rep since each pony can only compete in one event, but Rainbow fit all of the necessary qualifications to represent the 'Dale, on top of being a truly tremendous flier. It's another practical move to provide Dash with the opportunity to fly for her hometown. Had Rainbow turned Spitfire down at any point before calling her out, this would be a nonissue as the team would have found a replacement. But she couldn't bring herself to make a decision, and hogtied both teams by being ego-focused, which is admittedly in character for Rainbow.
That level of greyness means that I can't, in good conscience, accuse Spitfire or Rainbow of being 'wrong'. They both operated according to principles.
