This. You'll only have 5 bars until Stage... 24, 25? Then you get ten bars. On NG+ you'll have 10 bars for good. Mind you, there's really no reason to exceed 5 bars in anything on a first run, that's a perfectly fine amount.
UX and BX did the same thing - unlike L, though, those unlocked 15 bars after a few runs.

It's pretty funny that the same thing happens in Seed with another bunch of playable Seed characters. The Stellar, and Neo you get in an early route are not the same one's that join later on, and are NOT technically playable characters, so you can't add them with the save editor to the game (same applies to their units, and the other druggies).
