I think one of the main problems with the big crossovers is that they're all written by Yonemura, who clearly isn't comfortable in giving lines to the suit-only heroes or even making references to heroes that don't have their actors in the movie (like how Shotaro never references Philip in Rider Taisen, even though he must have been there because they turn into W). If they want to make some big movie with all Riders, they need to commit to it and treat all Riders as characters, even if minor ones, not just suits that randomly break their silence sometimes.
I really think like we could get a good movie if they gave it to Sho Aikawa, since he showed in those two final Wizard episodes that he has no problem giving lines to the suit-only Riders.

Kamen Rider Seed
Junior of a local floral shop owner Kobayahi Haruna is attacked by a monster plant that kills his father and attempts to eat him, but instead ends up merging with him after a mysterious package opens itself to expose a belt. With this devil plant bound to his PlantDriver, he fights against other plants monsters as Kamen Rider Seed. Gimmicks involve sticking things in the planters on his belt and a giant shovel weapon. Secondary rider is an artificial lifeform with a fungal motif that was designed to eat these evil plants by a mysterious source. Eventually revealed that the one that aided both riders was the creator of the monsters as well and intent was that his college friend Haruna's father was going to be seed, but there were problems and he gets taken over. For token old series reference the cactus monster has random Spanish exclamations and can shoot explosive cactus bombs.
