No man, that's not even an animation cel. Its just an illustration that Tommy Yune drew for posters and box art for various Robotech video and comic book releases way back in the early 2000s.
Its still used today on their toy merchandise. In fact its re-used a lot. Seriously, that thing is clearly a still image.
