If you were around during the early days, completely fucking awful video encoding, and even once it was available a complete adamant refusal to use HD encodes for a couple of years. Though they eventually caved on that front. If you're talking about their current video quality then they're just a little sub par.
They also leave a lot of words untranslated that they shouldn't,and this is coming from someone who prefers subs to keep honourifics and have shit like "onii-chan".. They also only TL note the random words they decide to do this with once, ever, like across series not even for each series, if they explained what "nekojita" means in 555 and you're watching say Gokaiger or GARO (as hypothetical examples) and are suddenly wondering what a "nekojita" is because they subbed it as if you should know, well too bad for you.
Their translations are also at times literal to the point of being wrong. Like how Takenoko refuses to use "Midnight Sun" for the GARO film translation because the literal translation of the kanji compound 白夜 is "white night". But translating kanji compound by their individual meanings is just outright wrong, and 白夜 is literally the Japanese word for "Midnight Sun" it doesn't mean anything else. He also ironically wrote a huge blog post about how "Midnight Sun" would be inaccurate because that's not what the kanji literally mean on their own.
Take also mangled a lot of the stuff in Kabuto assuming the French that Tendou would drop into words was Japanese and try to guess what he was hearing. Most infamous moment though is probably where Take thought Owner said "banana new shoe".

Actually, I've thought about this. Here's my argument:
I don't think Bandai/Toei considers tire changes forms. For the simple reasoning that they don't really add a designation to the subtitle. When Gaim switches to Pine the form is called "Gaim Pine ARMS", and when Ghost changes his Parka to Musashi it's called "Ghost Musashi DAMASHII". There's a constant there. Drive doesn't change his "Type" (this Rider's equivalent subtitle) unless he uses Technic or Wild, etc.
Moreover, using this information, I have a suspicion the suit designers have a way of designating what's a form change and what isn't as well. Basically, if the helmet changes color or shape, it's a form change. If it doesn't, it's not considered one.
