Today Shadow Moon is seen as the Loki(MCU) of Riders, in the regards of him being the villain behind an event(Normally Videogames) and normally is beaten or replaced with someone more powerful.
Toei thinks that since he was from Black(Popular) and that a lot of people see Black as the Strongest, that Shadow Moon is a huge threat for Riders of Modern times, add that to the idea that he himself was popular, and he a "Go to Villain" in the event that a crossover movie is made since he can fit into any Rider series as a "Ultimate villain"(More below).
Other villains I'd say fit the role are:

I'd love to see Banno come back in some form and be the new "Main Villain", but the problem is that he's linked to Drive, which means Drive has to have a focus in the film, which leads to Gou having to have a link because It's his senpai. So Banno is no go.
Duke/Ryoma has the Banno effect, but he would be less linked to Gaim because of Gaim's ending. He's flashy enough, but again you'd have to include a Gaim Rider in some way. Every Villain is LEMONs is out.
Doras would work, but it's more of a one trick pony, and not flashy enough(Look at Decade/W's movie). Doras is out.
Big Machine out from MR's Manga would be a pretty cool villain, and would take Great Leader's place, but Toei likes cheap ideas and reusing suits to avoid raising the budget. So Big Machine is out.
The only Villains I could ever really see come back that aren't impossible are:

Wizard being bad is something that dawns on you slowly as you start to realize that none of the vague sayings or mysteries are going to mean anything or be resolved. If you're five episodes in you should have already figured out the only twist the plot has, which the show waits nearly forty episodes to reveal and acts like it's a huge surprise. It's maybe not as bad now that you can marathon it and know you're watching it for the visuals, but back when it was airing weekly over the course of the year, it was like every week we were hoping this was going to be the week where something actually happened, only to find that it never did.

There was also the Super Crisis Fortress in Movie Wars 2010 and the Crisis Fortress was the Shocker base in SHT. I wouldn't be surprised if we got Emperor Crisis in one of these movies.

Ghost came pretty close in some aspects conceptually at least, would have made the series somewhat tolerable.
There's actually a fair bit of similarity between Gentaro and Josuke, at first I figured it was just because of the pomp but there's the whole friendship vibe and that which runs strongly in both series. Explains all the art at any rate and why both Fourze and Part 4 are my favorites out of each series.
