I imagine infantry had uses in disabling anti tank mines and capturing listening post, somthing a person piloting a mobile suit would have far larger issues with. Also since this is around the time Zeon began it's assault on Odessa, I'd imagine it's mobile suit reserves were all they had surviving from the Battle of Loum, leaving machines for only actively trained personnel. By the time Zeon controlled most of the Earth, they could pump out Zaku's for even the meekest mook in their forces.

The same reason we have infantry in real life when we also have tanks and jets. Infantry can fight other infantry and hold ground.
