The staff says that the viewers could think of it as Kuuga, but they wouldn't make it official since it'd be a disrespect to Kuuga's story, since he fought for everyone's smiles and so a new menage shouldn't appear and make that battle meaningless.
It's pretty much irrelevant nowadays though, since they push the idea of every Rider existing in the same world quite often.

Gouram is bullshit that was made just to sell toys, and Kuuga has TWO RANDOM BIKES FOR NO FUCKING REASON unlike Ghost which had a lot of lore built into the bike and the eyecons. Ghost handles the toys in a much better fashion by designing unique lore for each of them before even making the toys, and then giving them a real world purpose that helps to educate kids and teach them about history and animals and spirituality and even helps encourage kids to disregard gender roles since Ghost uses a female's Eyecon that turns him pink. Kuuga's LOL BEETLE LOL SWORD LOL BIKE SWORD LOL GUN does nothing like that. Ghost even has a toy dedicated to Ishinomori, you can't be more respectful and non-toyetic than that.
