Mikumo has only done it all of once, at the concert in episode 4. Even in episode 5, while she showed no personal affection for Freyja she showed no particular dislike for her either and shared sensitive information with her and was pleased at her reply. There is nothing bitchy about her attitude or actions outside that one event.

If she ain't one of the main girls, she probably ain't gonna get much development. They're not going to spend an inordinate amount of time on anyone who isn't in the main love triangle, historically most of the support characters don't move very far from where they start at the beginning of the show. Either they start mediocre/likable and move slightly up/down from there (outside of direct plot requirement), or they don't change at all. Spending too much time on the support cast just ends up leaving the main cast under-developed and the rest a half-baked effort, just look at what happened to Fourze.

"Blank slate" would probably be a better description.
It's the standard writing tactic for generating interest in a character, just make them seem mysterious without actually committing to anything, and the fans will generate all sorts of headcanon and fill in the blanks. So whenever Kawamori makes the "reveal" (after reading all the fan theories to make sure that nobody will "guess" right), everyone will be blown away.
So far, what do we know about her at all? Just that she smiles a lot, is maybe mischievous and is good at singing. You can literally mold her character into anything on a dime, because whatever you write will not contradict any of the previously established notions.
