Yeah, Stronger isn't -that- much like Tendo, but he's over the top and arrogant, at least in the first half of the show. So, if you like that you'll probably like him being a jerk to monster and the supporting cast.
The first 10 or so episodes are very episodic, although there's some build up to Stronger eventually facing the first villain, Titan. The first episode is odd, since it starts with a random battle, then episode 2 goes back and shows Stronger's origin.
2nd arc introduces General Shadow, who's a rare Showa villain with actual shades of gray and also REALLY amusing villain in-fighting. It also has more two parters.
The end of the 2nd arc and then the 3rd arc basically always lead from one episode to the next with no episodic monsters. It's not like a Heisei series though, since the episodes are 70% focused on fighting against villains (and villains fighting against each other) in the middle of nowhere at that point. It kind of feels like some battle shounen manga arc actually.

The ratings were actually fine, it was the incredibly low toy sales combined with the difficulty and expense of filming the show in the mountains all the time. It didn't help that they had Asumu and Akira, two underage characters played by underage actors who had to be trucked back to the city every night, since child actors can't work after certain hours. Toei wanted the crew to drop the mountain focus and do more plots in the city, but they refused to budge. Toei had them replaced with Toshiki Inoue and Shouji Yonemura, who were tasked with making the show more traditional and marketable, but it ultimately just hurt the series, and did nothing to help the toy sales. The main reason the toy sales were so shit being that the toys themselves were pretty awful, and didn't really have much playability.

I love the suits, I love the gimmicks, I LOVE the belt, I love the main Rider, I love the soundtrack, I love the secondary, I love the supporting cast. The writing is consistent and strong, even in some of the filler episodes.
Only downside is the villains are pretty weak in the middle and the series loses a little direction and urgency as a result, but the series from where the purple medals show up is top fucking notch.

Look, Ghost's plot is fine, the support characters are good but I want to know is when are we gonna get a rider with likeable character in that show?
In most Rider shows when the main is bland the secondary picks up the pace and if both are bad we get a third one who saves it.
At the moment we have three riders, all equally bland and without an ounce of personality between them. They really are just copy paste stereotypes and none of them is eccentric or fantastic, that special kamen rider flare of posing, creative fighting antics and pure unstoppable justice that nothing else could ever duplicate.
The best fight scenes in the whole show have been with Goemon and that's because he holds that flare.

Don't forget the two people who would have been PERFECT villains were shunned to the side in order for Wataru to have even an OUNCE of development.

People tend to forget, most RIders weekly are a fucking slog. Take it from someone who got his translations once a week, a week late, from Takenoko.
I can think of two actual occasions where they didn't feel so sloggish weekly and it would be Blade's Takoyaki arc and Kabuto's Dark Kitchen arc.

I haven't even really played with the damn thing much and yet somehow there's already a very light scratch on the big clear plastic lens. Drive.
I like the Rider designs and shift car gimmick. I love the villain designs both as monsters AND concealed civilllians. Shinnosuke has great spirit for a main. The 3 starring Riders were like a charming trio of brothers. I like Shin's team. The villains had great personalities. The comedy and lighthearted moments were great. Krim is a great mentor belt.
Overall has a bit of Showa spark to it that really shines as the show progresses. Mix that in with the aesthetics and its become my favorite post Decade Hesei.
I mean, the fact that they're forms at all is almost completely inconsequential to the story. They exist to grant wishes n' shit. The fact that they power-up Ghost, Specter, and Necrom at all is just a bonus perk.
Thinking about it like that makes their under utilization less problematic for me.

If you are talking about Napoleon, Shakespeare, Nightingale Damashiis not appearing at all, it could be that the story was written after the toys are designed and whoever wrote the story decided not to include them.
If you are talking about in-show right now, some forms have powers that aren't that special or maybe due to CGI costs. That's why Musashi gets used a lot.

With the Ganma World being Hell, I think Edith may have used Blackbeard and Darwin's soul in Hell to create Captain Ghost.
