Production of a 26 episode TV show is half finished before the first episode even airs. Some shows are 100% done by the first airdate. It is almost entirely a product of the 90's no matter how you look at it.

Uh, no. While they have a head start, of course (seeing it takes a month to create a full-length episode, but they air every week, though multiple episodes are worked on at the same time), usually an episode isn't done until not long before it's supposed to air. This is why clipshows exist (i.e. they didn't make it in time). The planning for the first cour will be done before the start of the show and depending on the production, a good chunck of writing may be done, but they're certainly not sitting on 13 finished episodes before the show starts airing.
Really though, you're bickering over something silly. It's not like all art styles magically transformed into something else at midnight January 1, 2000 and the art style of the show has little to do with the art style of that doujinshi, which looks more early-mid-nineties compared to the show's late-nineties-early-noughties look.
