Well some of the forms are just meant to be weak, like Kuuga Growing Form and Den-O Plat Form. If you mean riders and not just forms, Kamen Rider Joker is basically half a rider. G3 was also completely outmatched by basically everything else for half the show until he became G3-X. And I know this is gonna trigger some people, butnone of the Showa riders could stand a chance against Heisei riders, since they're all just "very strong cyborg who knows kung fu," compared to guys with actual superpowers.
