It took a week or two to get the first full Z3 PV after the Famitsu scans of Genion first popped up, IIRC. Remember that Famitsu usually leaks super early compared to when it actually shows up in stores, and thus about when the PV shows up.

There's thing about OE that I liked. It has some concepts that are really good, and as an improvement over Neo it succeeds, so if you really like Neo you'll really like what happened to its systems in OE.
The game as a whole is really poorly planned and implemented though. Much like Shin, its key problem is that it just gets BORING eventually.

I'd say no.
The first 2 chapters are fun, even if it's mostly UC material. Levels are still low so there's none of that level difference penalty bull shit (being 5 levels lower makes your units deal 25% less damage and take 25% more, being 10 levels lower increases those values to 100%), and you basically see the really good parts about OE. Chapter 3 is okay, but if you've been ignoring some units this is where you'll start seeing the issues.
Chapter 4 and 5 is where it starts going to shit. Tons of enemies appearing in "Stacks" (basically multiples of the same unit in a single group, which in practice literally means nothing but one unit getting 3 or 4 times its HP), bosses with ridiculous amounts of health who regenerate it multiple times, EC (the second resource used for upgrades and item creation) costs start becoming so high that you'll end up sitting on piles of cash you can't use and keeping everyone leveled up gets harder and harder as you get more and more units (by the way, you have THREE groups of Votoms units to work with). But hey, you still get some neat units to play around with, even some good surprises.
Chapters 6, 7 and 8 are borefests and there's pretty much nothing interesting in them. No surprises, just the same problems you had in chapters 4 and 5 except even worse.
You can give it a shot at the very least, but you'll probably want to give up on it halfway.

Of course, even if you do always have the 2x things, that shit STILL happens, it just starts later, because the EXP to level up requirements get absolutely ridiculous (apparently the exponential growth gets majorly slashed after Level 75, but at that point who even cares?) and the EC growth never stops being dumb.

I never even saw Ibis get hit in 2ndOG and literally the only time I upgraded her was 4 bars in mobility and accuracy and 2 bars in weapons super early game. I didn't upgrade her again until like the last 5 stages.

So they wouldn't be the first two skills you bought for every character in the game. Same goes for Infight and Gunfight: they're such better uses of skill slots than any competing skills that most of the others might as well not even exist.
Of course, it had the side effect that Soulgain went from okay to god tier because of Axel having Attacker, but I'm fine with that.
