Some have been under G-Reco's average and IBO doesn't have the excuse of airing at 2am on a school night. Derringer says most people are recording it, but that sounds like damage control considering the show that had the timeslot (Arslan Senki) did a lot better with ratings occasionally above 4%. Not to mention Yugioh airs right after IBO and has noticeably higher ratings.
It is getting a dub, but that was announced when it started. IBO was untested at the time and presumably expected to perform better than it has been.

Also, as an AU it moves too slowly. With any AU the rush is trying to portray both sides of the conflict and as many exotic locations as you can, while making sure there is constant action scenes on a regular basis.

That's the point. Sunrise was looking for a vanity project, something that they can use to promote the studio's unique strengths. Horizon was chosen because of how difficult it was to adapt, even the author advised against it. He suggested that the prequel was much simpler to make. Sunrise told him no, we want Horizon and not the prequel, we want it because Horizon is harder to do. Because only Sunrise had the resources to make something like that, and it was a project done solely to show off.

Definitely. It sounds like the toy makers had a great marketable idea, but the script writers did not write the story to revolve around the gunpla. It seems they came up with the Gunpla first and then try, unsuccessful, to make an anime to sell the gunpla. The setting seemed different while still being UC, and the characters seemed interesting, more mature-acting than other Gundam heroes of similar age.
