Hibiki comes across as naive, blockheaded, and makes the viewers mad at her incomprehensible actions.
Tsubasa, on the other hand, is portrayed as some emo edgelord who cannot behave as a normal human being to other people because of the kanade-shaped hole in her heart. I wouldn't blame them for having bad impressions of the characters if they've only seen the first 3 eps.

Too many new characters, while some of them are pretty good many are just sort of there and spread the focus too thin. Many of the early episodes are just training and it takes awhile for the real action to start and the story tries too hard to be complex with political machination and what not.
